Modified up_long_hemisp sdev check; before, if one sdev check returned None, the remaining one would skip the max_sdev check

Updated check_last_best_estimate code to meet current recommendations. Added QC bit 5 to represent INSUFFICIENT_DATA flag.

Fixed bug where first 7 data samples were erroneously set to missing. qc_albedo and qc_net_surface_radiation are now set.

Fixed bug where down_short_diffuse_hemisp::max_diff was set incorrectly. Added fail_min and fail_max QC bits.

Fixed bug that caused source variables to be filled with -9999 instead of 0. Plots: fixed incorrect legend for 2-inst variables.

No longer auto-refreshes Conda env on prod. Fixed bug that caused BestEstimate.dataset_gap_info to persist after a skipped interval.
