The table of mesoscale case dates in case_selection.rst is not breaking into different pieces at the page boundary when building with latexpdf. Instead, the table continues off the page and gets cut off. All the other tables appear to work correctly when encountering a page boundary, with a continued table starting on the next page. The issue is likely due to the use of multiple lines per cell in the table content?
Failed attempts to fix this so far:

Commit 475fb24c titled "journal article custom style" broke latexpdf. It causes a failure for table of contents generation. This appears related to adding the following to conf.py:
{\bibliographystyle{chicago}}
{\bibliography{refs}}
However, deleting these two lines then causes other issues related to the new style addition.

Remove URLs from journal refs when redundant with DOIs
The ArmRefStyle style is combining URL and DOI entries together for the techreport format. They need to have a comma and space separating the two entries.
For example, the incorrect formatting right now:

You are right, without a URL it will just add the comma anyway. There may be a way I can fix that.
Quick question... will this work properly if there is a DOI but no URL? Would that result in a double punctuation, e.g. "., DOI"?

method just before the doi:
